Minutes of the November 2, 2001 were recommended for approval. A motion for approval was made by Linda Barnett; seconded by Jim Feist; motion passed 16-0.
CERTIFICATION OF BOARD OF DIRECTORS ELECTION RESULTS
BOARD OF DIRECTORS ELECTION
Commissioner Ress (as outlined below) presented the results of the Board of Directors elections that were conducted by mail from December 1-10, 2000, for certification.

A motion to certify election results was made by Joseph Trimboli; seconded by Cassel White; motion passed 16-0.
Debb Stevens, Dennis Bunda, Mike Powell, Lee Lonzo, Roger Weaver, and Randy Barrett are elected to serve a three-year term beginning July 1, 2002.
CHRISTMAS BONUS FOR SUPPORT STAFF
Commissioner Ress requested that members of the support staff receive a Christmas bonus as they have in recent years. Michael Necessary made a motion that members of the support staff receive Christmas bonuses as follows: full time employees receive $100 and part-time employees receive $75 ; Joseph Trimboli seconded the motion; motion passed 16-0.
2001-02 GIRLS BASKETBALL TOURNAMENT OFFICIALS
Assistant Commissioner Wynns presented a list of basketball officials who have applied to work the 2001-02 Girls Basketball Tournament Series. Permission was requested to select officials from this list. A motion for approval was made by Dennis Eller; seconded by John Williams; motion passed 16-0.
AUTOMOBILE COMMITTEE
Associate Commissioner Craft requested permission to trade two automobiles in order to purchase two new vehicles. Bids will be obtained from three dealers. A motion to approve a recommendation to accept the lowest bid was made by Michael Powell; seconded by Patrick Mapes; motion passed 16-0.
ACCEPT THE RESIGNATION OF JIM RUSSELL
Sports Information Director Jim Russell submitted his resignation, effective December 7, 2001, to accept an opportunity to become the executive director of Delta Tau Delta Fraternity. Mr. Russell stated, "I am excited about the opportunity to grow professionally and to serve in an organization whose mission has played a significant role in my life. I will leave the IHSAA grateful to have had the privilege to serve an organization that has stood the test of time and whose mission is such an essential fabric to the state it serves." A motion to regretfully accept Jim Russell’s resignation was made by Phillip Gardner; seconded by Patrick Mapes; motion approved 17-0.
AUDITOR’S REPORT
John Leemhuis and Ronald Frieden of Ernst & Young LLP presented the annual auditor’s report on the Association to the Executive Committee. They issued an unqualified opinion on the Association’s financial statements for the year ending June 30, 2001 and recommended some adjustments in the accounting policies of the Association.
BASEBALL COACHES PROPOSALS
Bill Jones (Executive Director), and Grier Warner (Bloomington High School South) representing the Indiana High School Baseball Coaches Association, appeared before the Executive Committee to present the following proposals on behalf of the baseball coaches:
NFHS SWIMMING MANDATE
Commissioner Ress and Assistant Commissioner Searcy reported on the National Federation mandate that requires swimming pools with a starting end of less than four feet to prohibit the use of starting blocks, effective immediately. In facilities that do not meet this requirement, swimmers must either start from the deck or the water. Many school corporations are concerned with the costs associated with either moving their starting blocks to the deep end of the pool or major re-construction.
REVIVAL OF BASKETBALL OBSERVERS PROGRAM
Associate Commissioner Craft and Assistant Commissioner Wynns reported on the new observers program. The program focuses on official’s mechanics and positioning, but also involves evaluation of the contest atmosphere. Issues such as sportsmanship, bench decorum, and contest administration will be addressed with member schools.
TRANSFERS
Associate Commissioner Craft reported on the transfers that have been ruled upon during the 2001-02 school year. This report included the following actions as of December 2001:

SPORTSMANSHIP
Assistant Commissioner Wynns reported on the unsportsmanlike conduct reports that have been filed as of December 6, 2001. The final tally for the fall sports season was 669 reports. Assistant Commissioner Wynns stated that football and boys soccer showed a decrease in unsportsmanlike reports from last year.
FINANCIAL REPORT
Commissioner Ress presented the monthly financial report of the Association.
The following reports were presented regarding the financial status of sports conducted during the fall sports season.
LITIGATION
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.
DISTRICT I and II MEDIA AWARD
Sports Information Director Russell reported on plans to present the District I and II Media Awards in January and February respectively.
PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:

Commissioner Ress reported the following action as a result of a violation of Rule 9-4.
RESULTS OF SURVEY ON SUMMER MORATORIUM
Commissioner Ress reported on summer moratorium surveys that have been received as of December 10, 2001. The results are as follows:

A motion to adjourn the December meeting of the IHSAA Executive Committee was made by Michael Powell; seconded Jim Feist; motion passed 17-0. The next meeting of the Executive Committee will be at IHSAA headquarters at 8 a.m. on January 10, 2002.
